The war flags are prescribed by the Law about the war flags of the Federal Republic of Yugoslavia, adopted on 31 May 1993 and 14 June1993, in House of the Republics and House of the Citizens of the Federal Assembly, respectively, and proclaimed by the "Decree on proclamation of the law ..." of the same date. The law became valid on 26 June1993, and the use of the flags should start with the date when the law on coat of arms became valid.

This law superseded two laws of the Socialist Federative Republic of Yugoslavia (SFRY), the Law on war ensigns of the SFRY and rank and command flags (Official gazette of SFRY 22/73); and the Law on the vessel commanders' ensigns and pennants of the naval forces of the Yugoslav Army (Official gazette of SFRY,46/75)

The comand and rank flags are specifically prescribed by the Decision about the command flags and rank flags of the navy vessels of the Yugoslavian army (19 January 1995).
